It's recently been paved as public parking and offers 13-14 public parking spaces, including some assigned to motorcycles. But watch out for the 'reserved' (gravel) spaces owned by the Bridge Cafe. Painting Spots at this Location:

The dam and waterfall are on the far right edge of the lake, closer to Bloomfield Ave.. (too busy to park)
The lawn by the brook has good views of that.
The two benches overlooking the island, close to the playground, on the right hand side of the lake, are good spots. The children's garden has nice flowers and several benches. No shade. Restrooms are close by.
The benches overlooking the bridge (3 dots on left half of the lake) are good spots to paint the beautiful bridge with the sun behind you.
The wooded area would be behind you as well.
